These are the best states for pre-K-12 education in 2023

This year's rankings were developed using five metrics: college readiness, high school graduation rate, NAEP math scores, NAEP reading scores and preschool enrollment.

Each year, U.S. News compiles its list of the best states in America based on eight individual categories, including education, a subcategory that informs the overall ranking. 2023’s number one state for pre-K-12 education belongs to one east coastal state known for its beaches, boardwalks and hoagies.

Using survey data from nearly 70,000 people, the rankings serve as a lens into how well states serve their residents according to each category. Regarding pre-K-12, U.S. News considered the following five metrics: college readiness, high school graduation rate, NAEP math scores, NAEP reading scores and preschool enrollment.

Now here’s a look at the top 10 2023’s “Best States” in America for pre-K-12 education:

  1. New Jersey
  2. Massachusetts
  3. Connecticut
  4. Vermont
  5. Illinois
  6. New Hampshire
  7. Indiana
  8. New York
  9. Utah
  10. Wisconsin
